The regular sightseeing bus doesn't have a feeding window, while the thrill bus does. Even if you don't buy 💰100/4 pieces of meat, other people on the bus will, and you can take photos. Feeding isn't very meaningful, and not very exciting, you just put the meat through the window. The tigers are fed a lot, and aren't very interested in feeding. If you take the regular sightseeing bus, you can't take close-up photos.
