The tower was built by the county magistrate Mo Yingkui, and a statue of the True Warrior Emperor was cast inside the tower, with the intention of guarding the tower, blessing the people with good weather, peace, and prosperity, and bringing good fortune to all families, so it is also known as the Feng Shui Pagoda.
