#tripaway The Municipality of Ulcinj (Montenegrin: Opština Ulcinj) is a municipality in Montenegro, which is free to move further south in the coastal region of Montenegro and borders Albania to the east, the Adriatic Sea to the southwest and the Municipality of Bar to north The center of this municipality is the city of Ulcinj, while the population of the municipalities is 19,921 inhabitants (2011) [1] and has an area of 255 km2.

Ulcinj was founded around the 5th century b.c. and with its Roman conquest in 163 p.e.s. has gained the status of a city with the right privilege. It later gained the status of a commune, meaning an independent city within the Roman Empire.
From 1941 to 1944 it was known as the Municipality of Ulcinj, part of the Kingdom of Albania. Today's form of local government - the municipality, and won in 1952 with the reforms in the territorial administration in the People's Republic of Montenegro. In the years 1952–1955 it was called the Civic Municipality of Ulcinj, which was part of the Bar District. The territory besides this urban commune was smaller than that of today's commune, because the region of Ana e Malit was not part of it, but it was a separate commune, but in contrast to that of Ulcinj, it was a rural commune (rural)
In 1955, with the new reforms of local government, the Civic Municipalities of Ulcinj merged with the Rural Municipality of Katërkollë (Ana e Malit) and the Municipality of Ulcinj was formed, part of the Bar District. In 1957 counties were abolished and municipalities became the only level of local government in Montenegro. From 1957 there are no more administrative-territorial changes in the Municipality of Ulcinj.
