Due to the construction of the Three Gorges Project, the Baiheliang did not enter the river. In order to preserve the Baiheliang inscription, the state used the principle of "pressureless container" to build the underwater museum at the original site, and realized the protection and display of the original environment of the Baiheliang inscription underwater site. From 2003 to 2009, it took seven years, costing billion yuan, and the underwater museum was finally built. Pressureless containers, water circulation systems, deep water lighting systems, specially-made observation glass windows, deep water diving operation systems, water environment monitoring systems, etc., show the most cutting-edge level of technology in the field of protection of similar cultural heritages in the world. In 2009, Bai Heliang was awarded the first prize of the "First Prize for Science and Technology Innovation in the Protection of Cultural Objects" by the National Antiquities Bureau, and in 2010 UNESCO called it "the world's first underwater site museum that can be reached by non-diving."
