The People's Flood Control Victory Memorial Tower, located on the southern bank of the Songhua River, is a landmark building of Harbin City. It consists of a three-dimensional tower body and a corridor attached to it. The lower level of the tower is 119.72 meters above sea level, marking the highest water level when the flood inundated Harbin in 1932; the upper level is 120.30 meters above sea level, marking the highest water level when the people of the city conquered the great flood in 1957. In order to commemorate the people's victory over the great flood in 1957 in Harbin, the memorial tower was built in 1958. The stainless steel pipe rack added to the tower marks the highest water level of 120.89 meters during the 1998 flood. The top of the tower is a circular sculpture composed of workers, peasants, soldiers and intellectuals; the bottom of the tower is a group of reliefs carved with the army of flood control and dike building. From the scene of oath to dike, earth transportation and tamping, rescue struggle to victory and celebration, the heroic spirit of people in the flood control struggle is described. The overall feeling of the tower and the corridor is not grand, but only when you stand on the Bank of the Songhua River and look back at the three flood line signs and the Central Street behind you, you sincerely admire the hardship of Harbin's military and civilian concerted efforts to prevent floods after the founding of New China.
