Many of Budapest's attractions are concentrated on both sides of the Danube, as is the Capitol. Panoramic views of the Capitol can be seen from the Fisherman's Fort on the other side. The Parliament building is where the Hungarian Parliament works, so only a limited number of parts are open to the outside world, including the view stairs, the dome hall, the staircase platform, the Parliament hall, etc. Moreover, these open parts are also required to be visited by the staff. We didn't stay in Budapest for long, so we didn't get in.
