In 1978, the Kaihua County Library was established, led by the head of the cultural museum and the library, with three staff, the work is unified by the cultural museum, the facilities are as usual (that is, the library of the original cultural museum), and the expenditure is 8,000 yuan in that year. In 1986, the county library was divided into three rooms for collection, borrowing and reading, 5 staff members, and 10,000 books. In November of that year, the new library building broke ground and began construction, with a construction area of 1,500 square meters. In April 1988, the county preparation committee agreed to Kaihua County.
