　Tsutomu Yoda was the first person to pioneer Obihiro City, led by "Banseisha" formed for the purpose of reclamation of Hokkaido in the first half of the Meiji period. The statue was located in Nakajima Park along the National Highway ３８ line near the center of Obihiro City.
