The Education and Culture Hall of the City is a cultural facility affectionately known as "teaching and literature" by the citizens of the city since its establishment in 1977. It can enjoy music, dance, drama, opera, classical literature and art in many fields. The green brick building is also designed by the famous Hokkaido architect Tian Shangyi. The Cultural Museum is adjacent to the Sapporo City Archive (Old Sapporo Appellate Court), and the courtyard is located on the west side of the main entrance of the Sapporo Appellate Court, which retains the pine planted by the Prince of Taisho during his visit to Sapporo in 1922. Every summer to autumn, the festival "Teaching and Culture Festival", attended by local and foreign art groups in Hokkaido, and the "Opera Festival", which can be seen with young children.
