The monument is a tower-shaped structure, about 18 meters high, and the tower is topped with bronze statues of Soviet Red Army sailors and Army soldiers. The tower is facing and back, with bronze cast red flag and Soviet Communist Party emblem respectively. The tower is surrounded by bronze Soviet emblem. The white marble inscription on the upper base reads: "For China's freedom and independence, the Soviet heroes who died in the battle to liberate the northeast will live forever!"
