I've stayed at some dumps over the years, but wow, this place is just awful. Should be renamed dystopia.
While the owner of the hostel is very friendly, this place is not much better than sleeping on the street. There's no noise isolation at all, the bed is literally just a board and is just as comfortable as sleeping on the ground. There is no shampoo, soap, toothbrushes, air conditioning, wifi, or towels. Even though this place is listed as smoke free, smoking is allowed in the hallway and in the reception. The room is also filthy and doesn't look like anything in it has been replaced or renovated in the past 200 years.
If you're coming to Jinghong, stay slightly outside of the city. You can get a very reasonably priced, comfortable hotel with the only con being it'll take you an extra 10 minutes to get to places. Unless you don't care at all about your environment, avoid.

It was extremely, extremely bad. There was nothing in the room, no hot water, no internet, no sheets or quilt covers. They brought me sheets and quilt covers and asked me to make the arrangements myself. The room was full of mosquitoes and I was bitten all over as soon as I entered the room. When I asked for mosquito coils, they broke them when they were delivered to me. In short, I have never stayed in such a bad hotel. If you can't open, don't open. It's really extremely bad!
