My wife and I recently spent 4 days at the Palacio de Tepa, and it was a great experience. The staff was wonderfully attentive to our needs. The second night we were there, there was loud street noise from cars driving over heavy metal construction plates which kept us up most of the night. When we informed the management about the situation, they immediately switched us to an interior room and contacted the city about the noise. The move worked and the city made some attempts to dampen the noise, which helped for the rest of our stay. (And management even sent up a note of apology for the noise [which wasn't their fault!] with a tray of fruit and desserts.) On the last night we ran into trouble with our flight bookings and Patricia, the Guest Relations wizard, sat with me and called the airline to find a solution to the problem. The details aren't important, but what is important is that Patricia—who is an absolute gem—patiently took the time to understand the problem and call on our behalf (which was key, since we don't speak Spanish fluently). Overall a great stay in a great neighborhood full of fantastic restaurants, coffee shops, and bars. You can't do better than staying here!
