Other reviews seem to have outdated information, but it seems that breakfast is no longer provided. I stayed overnight without meals and bought some ingredients at a nearby supermarket to make a steamed dish, and it was a fun experience. I think the one mistake I made was to prepare seasonings (salt, mayonnaise, etc.). The staff will kindly teach you how to use the steamer. The room was a very clean, slightly larger Japanese-style room on the 3rd floor, facing the national highway on the west side of the building. This is the only road on the west side of the Shimabara Peninsula, so there is not a lot of traffic, but there were cars and trucks running on it even at night. People who are concerned about noise may want to avoid it. Or maybe it's different for rooms that don't face the national highway. Also, the ocean is on the other side of the national highway, but the government office is right in front of you, so you can hardly see the view. The bath and sauna were good. I think people who are looking for a cheap hot spring inn where they can cook their own meals will enjoy it.
