    The building itself belongs to Wu Jintang, a Chinese businessman active in Kobe (1855.1926), whose predecessor was Songhai Villa. In the spring of 1915, on the east side of "Songhai Biezhuang", this octagonal three-storey Pavilion "Empathy Pavilion" was built. Because of its hexagonal appearance, it was cordially called "Dancer's Hexagonal Hall" locally. The origin of Sun Wen and Songhai Biezhuang (Empathy Pavilion) began on March 14, 1913. At that time, the Chinese people in Kobe and the people with lofty ideals in the economic circles held a welcome luncheon at "Songhai Beizhuang". Later, in November 1983, the Kobe Overseas Chinese Association, which has been in charge of the management of "Empathy Pavilion" in Hyogo County, took over the management and organized the renovation project.
